Elias is the Principal-in-Charge who provides guidance and oversees project tasks, recommendations, and timely delivery of all services provided. He is licensed in California as a Professional Engineer in both Civil and Traffic disciplines. His professional experience in traffic engineering is well rounded having worked on numerous projects involving traffic engineering analysis and design for both public and private sectors throughout the Southern California region. His technical expertise includes complex signalized intersection design, striping & signage, signal communications, traffic signal timing & operations, intersection capacity & queuing analysis, spot speed surveys, bicycle and pedestrian facilities, ADA facilities, roadway widening, parking & circulation, traffic calming, accident analysis, street lighting, and GIS application development. He has provided on-call and on-site engineering services for multiple municipalities providing support with grant applications, traffic design plans, reviewing traffic studies, responding to resident concerns, and providing direction to consultants throughout design & construction to ensure projects meet design standards and City expectations. 

Mr. Garcia’s work experience ensures our clients receive an utmost professional and quality approach. He obtained a Bachelor of Science degree in Civil Engineering at the California State University of Fullerton. He is also heavily involved with the Institute of Transportation Engineers having previously served as the Student Chapter Liaison for the So Cal Western District.
